This little gem sums the whole thing up pretty well, I think:
"Notwithstanding any other provision of this chapter, the Supreme Court shall not have jurisdiction to review, by appeal, writ of certiorari, or otherwise, any matter to the extent that relief is sought against an element of Federal, State, or local government, or against an officer of Federal, State, or local government (whether or not acting in official personal capacity), by reason of that element's or officer's acknowledgement of God as the sovereign source of law, liberty, or government."
Basically this seeks to make all the (former) Justice Moores in the country free to do their thing. Funny how it mentions God only. It also goes on to say the only things that can be used as bases for interpreting the law are the law of the United States and English common law.
The bill, sponsored by Robert Aderholt of Alabama and Mike Pence of Indiana, is, as I see it, an attempt to curb the so-called "judicial activism," i.e. disagreement, with their theocratic agenda.
Ironically the bill itself is unconstitutional. Article III, Section 2 of the Constitution clearly states the domain of the Supreme Court, and this is not it. This is so transparent it's not even funny.
